Appointment of Chief Secretaries now CMs prerogative ?
It seems, Modi Government has changed the policy of sending Chief Secretaries to BJP-ruled states. Recently in Bihar and UP the GoI did not grant extension to Chief Secretaries and gave a free hand to Chief Ministers to appoint their favourite CS.
